
We want most of the normal offensive stats: Vulnerable Damage, Critical Strike Chance, Critical Strike Damage, Attack Speed, Intelligence, and all kinds of Additive Damage, in that order of priority. Your weapons can be as low as 725 item power and that won't affect your damage in any noticeable way. All you need is Glacial with a good roll on a high item power item. Unlike most builds, Blizzard Sorcerer doesn't scale off their weapons' DPS. Maximum Mana is helpful to easier utilize the Mage's Blizzard, but just one roll on the Helmet is more than enough.
We need to stack enough Mana Cost Reduction and Resource Generation in order to spam Blizzard freely. The next skill we want to use is Blizzard, which has a Mana cost instead of a Cooldown. We continue to chase our philosophy of being able to use skills = good.
